DHS Knew of Impending Flood of Illegal Minors in January

There is incredible evidence that the US government had advance knowledge in January that there would be a flood of illegal minors across the Mexican border, which is now occurring.  Fedbizops.gov posted a solicitation for escort services for unaccompanied alien minors on January 29.  It specifically mentioned that "there will be approximately 65,000 UAC in total."  How did they know this specific number of minors would cross the border this year, when no more than 5,000 have crossed the border in previous years?  Additionally, how did these mostly Central American minors cross the southern border of Mexico to get here, when Mexico vigorously protects its southern border?

This is an intentional plot between Mexico and the US government to permanently change the social, economic, and political environment in the US.
